As a retired federal law enforcement officer, serving over 22 years within the military criminal investigative organizations of the U.S. Naval Investigative Service (now known as the Naval Criminal Investigative Service, NCIS), and the U.S. Air Force Office of Special Investigations (AFOSI), I conducted many investigations of crimes against persons and property. These investigations included procurement contract fraud impacting major weapons systems programs within the Departments of the Navy and Air Force. As a civilian Special Agent, investigations were conducted within the DOD Voluntary Disclosure Program, the Qui Tam provisions of the False Claims Act, and the Anti-Kickback Act.
